Community Development Grants

The Southeast Tennessee Development District provides technical assistance in the preparation, submission, and administration of various federal and state grant programs for our local governments. These grants are cyclical and certain eligibility requirements must be met.


Appalachian Regional Commission (ARC)
Provides funding to local governments for community facilities, industrial development, highways, asset-based higher education initiatives, and infrastructure. The local match is based on county ARC status.

The pre-application deadline is typically in October but has not been announced for 2012.

Arts Build Communities
Southeast Tennessee Development District is a designated agency for the Tennessee Arts Commission’s Arts Build Communities Grant funds in Bledsoe, Bradley, Grundy, Marion, McMinn, Meigs, Polk, Rhea, and Sequatchie Counties. Funding range is from $500 to $2,000. Non-profit and government agencies are eligible to apply. The grant round for 2011-2012 is closed.

Clean Tennessee Energy Grant Program

Funded through the Tennessee Department of Environment and Conservation, this grant program selects and funds projects that reduce emissions and pollutants, such as Sulfur Dioxide, Volatile Organic Compounds, Oxides of Nitrogen, Hazardous Air Pollutants, and Greenhouse Gases.

This program provides financial assistance to state and local utility districts, private businesses and organizations in Tennessee to purchase, install, and construct energy projects that produce cleaner alternative energy (biomass, geothermal, solar or wind) or conserve energy (lighting, HVAC improvements, improved fuel efficiency, insulation, and idling minimization). 

The grant round for 2012 has closed. 

Community Development Block Grants (CDBG)
Provides funding to local governments for water and wastewater projects, housing rehabilitation projects and community livability (including fire protection and emergency service projects).

Funding limits are $300,000 for community livability and $500,000 for all other categories. The local match required varies by government.

 Local governments are only eligible for one project at a time. For more information, visit the State of Tennessee Community Development Block Grants site.

FEMA Fire Grants
Provides fire fighting equipment and training to local career and volunteer fire companies. For more information, visit U.S. FEMA. Grants will be accepted beginning in April 2012 with a deadline to be announced

Historic Preservation Grants
Five sources of funding are available for preservation-related projects, including the Tennessee Historical Commission, the National Trust for Historic Preservation, the Tennessee Department of Transportation, the National Park Service, and the Tennessee State Library and Archives.

HOME
Provides assistance to low-income families in qualifying counties and municipalities to bring substandard housing up to standard code requirements. No local match is required. Need points are awarded to each county in a region rotation based on the length of time since last the funded project. Each county ranks high enough for funding every 3 to 4 years. $500,000 max.

Local Parks and Recreation Fund (LPRF)
Local Parks and Recreation Fund grants are one of several sources of recreation enhancement funding provided by the Tennessee Department of Environment and Conservation. TDEC accepts applications every other year. 

A 50% match is required. Local governments are advised to have a Comprehensive Recreation Plan and meet Recreation Planning Benchmarks prior to application.

Recreation Trails Program (RTP)
Recreation Trails Program awards grants to local, state, and federal governments to develop trails and trail facilities. The Tennessee Department of Environment and Conservation accepts applications usually every other year. The maximum grant amount is $120,000.

Projects require a 20% match and in-kind and soft costs can be used as a match.

The next deadline is expected to be in 2013. 

Sign Grants
Municipalities with populations under 5,000 and counties under 30,000 are eligible for sign grants from the Tennessee Department of Transportation.  Funds are awarded in October.

Solid Waste Grants
The Tennessee Department of Environment and Conservation and Division of Solid Waste Management provide grants to local governments for recycling equipment and used tire processing.

Transportation Enhancement Grants
Transportation Enhancement Grants provide funding for transportation enhancement projects to local governments through the Tennessee Department of Transportation. This grant program funds 80% of construction costs for sidewalks, greenways, downtown revitalization, and historic transportation structure rehab. 

An 80% grant/20% local cash match of construction costs is required. Local government is responsible for all engineering and inspection. For more information, visit TDOT's Enhancement Grants page.
